Getting into the Zone

So, as expected, Ken Livingstone has gone ahead and confirmed a three-tier congestion charge for central London from next October: free, quite-a-lot-of-money and better-sell-your-kidneys-now.
Does this make Red Ken a visionary eco-genius or confused bandwagonner? Before we get to that, here's what's going to happen.
If your car emits less than 120g/km of CO2 - that's VED Band A and B - you can drive for free in central London whenever you want. Between 120g/km and 225, you'll pay the same £8 per day charge as currently operates. Over 225g/km and you'll pay a whopping £25 per day for the pleasure.
In a rare moment of un-TG-ish democracy, we're going to refrain from ranting (for a minute or two at least) and instead want to know what you think.
If that thought happens to be, 'well, I don't live anywhere near London, so it doesn't bother me, you bunch of capital-centric commuters', don't be so sure. Ken says he hopes these plans will 'encourage other cities to follow suit'. Your congestion charge could be a lot closer than you think.
So, the new plans: good sense or guaranteed gridlock? A bold environmental move or a further complication to an already-flawed scheme?
You tell us.
